Nurses play a significant role in influencing policy creation and in supporting policy change. The practitioners must understand that not every proposal to reorganize operations and activities in the healthcare setting will result in the replacement of existing laws. The reason is that for a policy suggestion to attract legislative reform, it must be expressed clearly and have the support of a majority of stakeholders. One of the ways through which the concerned party can formulate a winning policy is by using an acceptable framework. Longest (2010) developed a framework that can help nurses to initiate procedures that may prompt the replacement of existing laws. Using the Longest’s policy cycle model, a nurse can quickly pledge a dogma of taxing sugared sodas/pop/beverages in the community.
The nurse must explain the primary reasons why a proposal to tax sugared sodas/pop/beverages should be supported. The arguments that the practitioner would use to make the case for the policy must be related to the need to minimize the negative impacts of the commodity under discussion. The main argument that a nurse should present to support the policy is the need to limit consumption of the sugared beverages owing to the negative health impacts associated with their use. In this context, taxing the commodity will result in an increase in its price. This will influence many customers to shift to substitute products. On the other hand, those who do not support taxation of sugared sodas and beverage will make arguments that support their existence. Precisely, they will claim that the commodity should not be taxed because such a move will hike prices thereby limiting their ability to purchase. Even as they argue of that line, it is the responsibility of the nurse to find a way through which he or she can get a buy-in for the proposed policy (Sethi & Frist, 2013). The nurse should make the legislatures to understand that lack of taxation of the goods under discussion makes them cheap and affordable to a large percentage of the population. As a result, there is a rapid rise in the number of people who are overweight, obese, and those suffering from chronic health problems such as diabetes. In order to reduce incidences of such complications in the community, the item should be taxed to raise its price and to make it less affordable.
The stakeholder groups that need to be involved in promoting the current policy include physicians, fellow nurses, nutritionists, patients, market analysts, and the government. Out of this team of interest groups, doctors, nurses, and patients will confirm the association between consumption of sugared beverages and the development of chronic health conditions such as obesity and diabetes. At the same time, the nutritionist will explain the importance of limiting or avoiding the commodity’s use. Besides, a market analyst will explain how taxing the commodity will affect its demand. Furthermore, the legislative arm of the government will convert the policy into a legislation should it find the nurses’ arguments valid and relevant. In summary, nurses should consider using a pertinent health policy model to develop a change in policy (Sethi & Frist, 2013; Longest, 2010).
